






Recently, Goldwind Science&Technology Co., Ltd. selected Wulate Zhongqi in Bayannur City, Inner Mongolia for its 3GW wind power to hydrogen, ammonia, and methanol integration project, with a total investment of approximately 18.92 billion yuan. The project is planned to construct 3GW of wind power, over 80% of which will be used for water electrolysis to produce green hydrogen, generating 600,000 mt/year of green methanol and 400,000 mt/year of green ammonia through biomass gasification coupled with green hydrogen.
This marks another significant move by Goldwind Science&Technology following the 500,000 mt/year green methanol project in Xing'an League, and in fact, many enterprises have also chosen Bayannur City as the demonstration site for large-scale hydrogen projects.
Wind Power to Hydrogen Integration Projects:
1. Goldwind Science&Technology's 3GW Wind-Hydrogen-Ammonia-Methanol Integration Project in Wulate Zhongqi
Investment Scale: 18.92 billion yuan;
Capacity Planning: 3GW wind power, producing green hydrogen for 600,000 mt/year of green methanol and 400,000 mt/year of green ammonia;
Technical Route: Alkaline electrolyzer for hydrogen production, coupled with biomass gasification;
Progress: Signed investment agreement in September 2025, entering the application stage;
Features: The world's first project deeply integrating wind power, biomass gasification, and chemical production, equipped with an ESS to stabilize power fluctuations.
2. Guohua Wulate Zhongqi Wind Power to Hydrogen and Ammonia Integration Project
Investment Scale: 13.18 billion yuan;
Capacity Planning: 442,000 Nm³/h of water electrolysis for hydrogen, producing 3.45 million mt/year of green ammonia;
Technical Route: PEM electrolyzer + ammonia synthesis plant, supported by 3.4 million kW of wind power and ESS;
Progress: Filed in August 2025, expected to start construction in October 2026, and commence operation in December 2028;
Features: Included in the national green fuel pilot program, establishing a green ammonia transportation channel from North China to East China via the group's railway network.
3. Guomeng Hydrogen Technology Ganqimodu Port Processing Park Green Electricity to Hydrogen Project (Phase I)
Investment Scale: 5.65 billion yuan
Capacity Planning: 240,000 Nm³/h of water electrolysis for hydrogen, producing 120,000 mt/year of green hydrogen, with 300 mt of hydrogen storage
Technical Route: Alkaline electrolyzer + high-pressure hydrogen storage, supported by 1.1 million kW of wind and solar power
Progress: Filed in June 2025, started construction in August 2025, and completed in February 2027
Features: A Sino-Mongolian cross-border hydrogen cooperation hub project, reserving pipeline interfaces for direct hydrogen transmission to Mongolia.
4. China Power Construction Dengkou Wind and Solar Power to Hydrogen Integrated Project
Investment Scale: 3.1 billion yuan
Capacity Planning: 300,000 kW wind power + 200,000 kW PV, annual green hydrogen production of 20,000 mt
Technology Route: Alkaline electrolyzer for hydrogen production, green hydrogen directly supplied to Wuhai chemical enterprises
Progress: Construction started in April 2025, completion expected by June 2026
Features: Adopts a multi-energy complementary model of "wind, solar, storage, and hydrogen," with self-sufficiency rate of hydrogen production electricity exceeding 95%.
Green Hydrogen Chemical Conversion Projects:
1. LONGi Hydrogen Wulate Houqi 400,000 mt Green Methanol Project
Investment Scale: 2.365 billion yuan
Capacity Planning: Annual production of 400,000 mt green methanol, with 1.05 GW wind and solar power
Technology Route: Green hydrogen + biomass gasification CO₂ synthesis, 100% green hydrogen supply
Progress: Construction started in August 2025, the first phase of 190,000 mt/year facility is expected to be operational by the end of 2026
Features: The world's first project combining sunflower straw gasification with green hydrogen synthesis, processing 600,000 mt of biomass annually.
2. Naor Tianrun Bayannur City 2,000,000 kW Wind Power to Hydrogen and 500,000 mt Methanol Project
Investment Scale: 14 billion yuan
Capacity Planning: 2,000,000 kW wind power to hydrogen, annual production of 500,000 mt green methanol
Technology Route: Alkaline electrolyzer + methanol synthesis unit, with ESS
Progress: Signed in May 2023, entered the preliminary design phase
Features: Adopts a "green electricity direct supply + ESS peak shaving" model, methanol products are specifically supplied to the domestic methanol fuel cell market.
3. SANY Renewable Energy Wulate Zhongqi Wind, Solar, Hydrogen, and Ammonia Integration Demonstration Project
Investment Scale: 4.27 billion yuan
Capacity Planning: 400 MW wind power + 100 MW PV, annual production of 36,000 mt green hydrogen and 150,000 mt green ammonia
Technology Route: Alkaline electrolyzer + ammonia synthesis unit, with 40 MW/2-hour ESS
Progress: Approved in January 2023, equipment tendering to start in 2024
Features: The first project in China to achieve full-process digital management of wind, solar, hydrogen, and ammonia, with an intelligent dispatch system increasing energy utilization rate by 20%.
Why has Bayannur City taken the lead among many cities to become a pioneer in green hydrogen demonstration projects?The answer lies in its unique geographical advantages.
(I) Globally Leading Endowment of Wind and Solar Resources
Wind Energy Treasure Basin:The total wind energy reserves in the city reach 100 million kW, with a developable scale of 70 million kW. The average annual wind speed in resource-rich areas exceeds 8 m/s, and the wind power density at the 100-meter height layer reaches over 400 W/m².
Solar Energy Golden Belt:The annual total solar radiation ranges from 1,637 to 1,685 kWh/m², and the annual sunshine duration ranges from 3,131 to 3,360 hours, classifying it as a Class I solar resource region in China. LONGi's 400,000 mt green methanol project is supported by the construction of 1.2 GW of PV capacity, utilizing desert land to achieve "power generation on panels and sand fixation under panels," providing low-cost green electricity for hydrogen production through electrolysis.
Complementary Synergy of Wind and Solar Power:Through the multi-energy complementary model of "wind, solar, storage, and hydrogen," fluctuations of a single energy source can be mitigated.
(II) Continuous Enhancement of Grid Support and Peak Shaving Capabilities
High Proportion of New Energy Grid Integration:In 2023, the share of new energy installed capacity reached 79.2%. The West Inner Mongolia Power Grid's 5.7 million kW wind and solar power base supported the construction of a 220 kV transmission and transformation project, increasing the power transmission capacity to 8 million kW.
Well-Developed Energy Storage and Peak Shaving System: After the commissioning of the 100 MW/400 MWh energy storage system at the Delingshan 500 kV substation, the grid's peak shaving capacity will be enhanced by 200 MW, reducing the curtailment rate of wind power generation from 12% to below 5%. Meanwhile, the promotion of the "load-storage interaction" model allows hydrogen production loads to participate in grid demand response, generating auxiliary service revenue.
Innovation in Green Electricity Trading Mechanisms:Through direct transactions in the power market, hydrogen projects can secure a green electricity price of 0.25 yuan/kWh, which is 0.12 yuan/kWh lower than the cost of coal power. In 2024, the green electricity trading volume in Bayannur reached 3 billion kWh, with the hydrogen industry accounting for 25%.
(III) Deep Integration of Transportation Networks and Industrial Support
Hub for Hydrogen Transportation Corridors:The first-class highway from Ganqimaodu to Linhe and the double-tracking of the Baolan Railway have been completed. The planning and construction of the "Inner Mongolia Hydrogen Export" pipeline (Bayannur-Baotou section) is underway, with an expected hydrogen transmission capacity of 500,000 mt/year by 2025. The Huadian project is supported by a 20 km hydrogen pipeline, which can be directly connected to the regional main network.
Synergistic Advantages of the Chemical Industry:The Urad Rear Banner Industrial Park clusters enterprises such as Huafeng Biology and Black Cat Carbon Black, forming an industry chain of "green hydrogen-ammonia synthesis-fine chemicals."
Increased Localization Rate of Equipment Manufacturing:Goldwind Science&Technology has established a hybrid tower production site in Bayannur, achieving mass delivery of 185-meter hybrid towers at a cost 20% lower than imported products. At the same time, it has introduced an electrolyzer production line from CSIC 718 Institute, with 90% of the equipment being localized, and an annual hydrogen production capacity of 5,000 Nm³/h.
(4) Policy Support and Regional Strategy Synergy
Autonomous Region-level Policy Benefits: Included in the key layout areas of the Inner Mongolia Hydrogen Energy Industry Development Plan, enjoying preferential approval for wind and solar power projects, green hydrogen production subsidies (0.5 yuan/kg), and other policies.
Local Government Service Innovation: Promoting the "start construction upon land acquisition" approval model.
Advantages as a Window for International Cooperation: The Ganqimaodu Port has an annual freight volume exceeding 20 million mt, allowing green hydrogen products to be exported to Mongolia and Russia via the China-Mongolia-Russia Economic Corridor. Maersk and Goldwind Science&Technology have signed a 500,000 mt green methanol procurement agreement, with some of the products entering the international supply chain through this port.
From the 18.92 billion yuan wind-hydrogen-ammonia-methanol project by Goldwind Science&Technology, to the multi-point layouts by LONGi Hydrogen and Guohua, Bayannur has become a core "gravitational field" for domestic green hydrogen demonstration projects, leveraging its advantages in wind and solar resources, power grid support, industrial complementarity, and policy benefits. These projects not only transform local resource endowments into green industry competitiveness but also establish a full-chain pathway from "wind and solar power generation - electrolysis hydrogen production - chemical conversion," creating a new growth pole for the new energy industry while providing a replicable "Bayannur model" for the large-scale development of hydrogen energy nationwide.
